Contrary to reports, the Irish haven't legalized drunk driving

Reports concerning an Irish county council's proposal to allow rural inhabitants to drive after drinking have been greatly exaggerated.

Reported around the globe as a license to drive drunk, an Irish council's motion to permit rural pub-goers to get behind the wheel not only lacks force of law, it's also a slightly odd solution to a serious issue.

It's not often that a vote by five county councilors in rural west Ireland makes headline news, but Danny Healy-Rae managed it this week when he and four colleagues passed a motion to allow drinkers to drive home ? albeit at a severely restricted speed and only on barely-used backroads.

The political response? The same as that of the Irish public: bafflement and embarrassment.

Leo Varadkar, minister for transport, said he disagreed with the council's motion and stressed the affect of the story spreading across the globe. "It doesn't really send out a good message internationally about Ireland," he said.

One fact that has barely been reported in the scramble to play-up rural Irish alcoholic clich?s: It's not going to happen. As a county council motion, the proposal has no legal status.

Irish people are keenly aware of the country's drink-sodden image, with many feeling Mr. Healy-Rae's motion plays to outdated prejudices about the country.

The move may not seem so out of the blue as it first sounds, though. Not quite, anyway.

Healy-Rae proposed the motion as a response to isolation in rural areas, particularly among the elderly and would help to counter "depression and suicide." He said permits could be issued allowing holders to have "two or three drinks" and then still drive home.

"They're traveling on very minor roads, often on tractors, with very little traffic and it's not right they're being treated the same as the rest of the traveling public and they have never killed anyone," he said.?"The only outlet they have then is to take home a bottle of whiskey," he says, "and they're falling into depression, and suicide for some of them is the sad way out."

To be sure, pubs in country areas of Ireland are at the center of community life and are more than just drinking dens, which is something even the motion's critics acknowledge. And going to the pub and drinking nonalcoholic drinks is already an option, as is the option of hiring a bus.

Healy-Rae is a member of a colorful County Kerry political dynasty known for rural populism ? and occasional support for strange causes including, most recently, removing the number 13 from vehicle license plates.

He is also a pub owner ? as are three more of the total five councilors who supported the idea. Three voted against the idea, seven abstained, and 12 were absent from the meeting.

Despite widespread criticism, the motion has attracted some support. Independent Galway councilor Michael Fahy says he will raise the idea at the next council meeting.

The chances of the government agreeing to the idea? Less than the amount of alcohol in a glass of tap water. The country has worked hard in recent decades to reduce road deaths, both by upgrading the road network and by stricter enforcement of the rules of the road.

Ireland's road death rate hit an all-time low in 2012, with 161 lives lost, 25 fewer than the previous year. It is has the sixth lowest road death rate the in EU.

Atlanta Mayor Kasim Reed: Too bad transportation secretary Ray LaHood is leaving Obama administration

Atlanta Mayor Kasim Reed is disappointed that U.S. Secretary of Transportation Ray LaHood is stepping down.

Reed and LaHood had developed a strong relationship over the past four years ? a relationship that has been beneficial for both Atlanta and Georgia.

?I really wanted Secretary LaHood to continue because he could not have been a more active transportation secretary,? Reed said after the Buckhead Coalition?s annual meeting on Wednesday. ?The department worked very well under his stewardship.?

LaHood, who was a Republican congressman before joining President Barack Obama?s administration, helped secure a $47.7 million grant from the federal government for the Atlanta Streetcar project.

LaHood also has been one of the main contacts for Reed and Gov. Nathan Deal in their efforts to deepen the Port of Savannah. That project has received most of the necessary federal approvals during Obama?s first four years, but the project still needs hundreds of millions of dollars in federal funding in order to be realized.

Reed also credited LaHood for Georgia receiving a $270 million low-interest loan in 2011 from the U.S. Department of Transportation to build new toll lanes along I-75 and I-575. Because of his relationships with the Obama administration, Reed was instrumental in getting that project funded even though all of it is outside the City of Atlanta.

?The progress we made on the port never would have happened had it not been for Ray LaHood,? Reed said Wednesday.

At an air cargo conference in Atlanta last October, LaHood told the attendees that Reed was one of his favorite mayors in the United States.

?He and I have become very dear friends, and we have worked on many different projects,? LaHood said at the time. ?I have never really met as dedicated a mayor as here in Atlanta. Kasim, you and I have been great partners.?

With LaHood?s departure, it is not known what impact that will have on Georgia?s ability to get funding to deepen the Savannah port.

Alicia Keys: BlackBerry Creative Director? Really

BlackBerry certainly surprised this morning at its BlackBerry 10 launch event.

Not only did it announce its plans to drop RIM (Research in Motion) from its name - it's now just BlackBerry - but towards the end of the presentation CEO Thorsten Heins brought Alicia Keys on stage. And not just as a performer or to endorse the new products. He announced the singer and songwriter as the new BlackBerry global creative director.

Keys said she will be involved in a range of activities and described the role as being "hands on."

"I am an extremely committed and focused individual. I am going to work closely with the app designers and developers, the content creators, the retailers and the carriers to really explore this BlackBerry 10 platform and create ideas for its future," Keys said on stage.

Keys did acknowledge that she has been using other phones since being a big fan years ago.

"I was in a long-term relationship with BlackBerry and then I started to notice some new, hotter, attractive, sexier phones at the gym. I kinda broke up with you for something with a little more bling," she told Heins. "I always missed the way you organized my life and the way you were there for me at my job. So I started to have two phones, I was playing the field. But then you called and you said you were working it out. And now, we are exclusively dating again."

However, many technology reporters were quick to point out that Keys is an avid Instagram user - an app not yet available for BlackBerry 10.

Perhaps she has only just started to use her BlackBerry Z10. But, of course, many celebrities endorse products they don't strictly use. For instance, Jessica Alba, who appeared at Microsoft's Windows Phone event, said she gave up her iPhone for a Windows phone. However, she has also been tweeting Instagram photos, though Instagram isn't available for Windows phones, either.

Other companies have named celebrities as their creative directors in the past. Will.i.am held the position for Intel and Lady Gaga for Polaroid. Keys added that she will be working with other women and entertainers about building the new platform and wants to bridge the gap between the work phone and the play phone.

Free Mobile Phones for Nigerian Farmers? ? Global Voices

At the end of 2012, the Nigerian Ministry of Agriculture made public its plans to provide free mobile phones to rural farmers. According to this report:

Ibukun Idusote, Permanent Secretary, Federal Ministry of Agriculture, was reported as saying that the Federal Ministry of Agriculture would procure ten million mobile phones, worth about N60 billion, from China and the US for free distribution to rural farmers across the country.

This triggered reverberations in the Nigerian blogosphere.?Kikiowo Ileowo asks where the government got the statistics ? that warrants 10 million mobile phones for 10 million farmers ? from:

The question? is where exactly are the 10million farmers? Are they from the army of the unemployed 16, 074, 295 or from the already employed 51, 181, 884. If their answer is the former, what exactly are they producing that Nigeria has not become a hub of everything food?

Now, understand that a large portion of food production in Nigeria is done through mechanized farming which makes use of less manual labour. The ?farmers? Mr. President wants to provide handset for are subsistent farmers who produce what they mostly consume in their homes. I have a garden at the back of my house; does that qualify me as a recipient of the ?Jona-phone'? I see no reason why the president in conjunction with his minister of Agriculture would insult the collective intelligence of Nigerians by playing to the gallery with a noble idea that has revolutionised countries like Uganda, Kenya and India.

There has since been a correction on the real cost of the phones:

?the Minister of Agriculture, Dr. Akinwunmi Adesina, has corrected the report that the Permanent Secretary of the Ministry, Mrs. Ibukun Odusote, said the phones would be bought by the government at the cost of N60 billion, his explanation that the phones will be supplied to farmers through Public/Private Sector partnership?

Dr Adesina, the Minister of Agriculture rose up in defence of the project. In a press release he?says:

When I came on board as minister of agriculture in July of 2011, I found a corrupt and totally inefficient fertilizer sector. The government was spending huge amounts of money on direct procurement and distribution of subsidized fertilizer, but less than 11% of farmers got the fertilizers. Some of the fertilizers paid for by government were never delivered to the warehouses. Some of the fertilizer delivered contained more sand than fertilizer while a large portion of the fertilizer subsidized by government found its way across our borders to neighbouring countries where it was sold at prevailing market prices.

This technology-mediated solution, he asserts, ended the corruption associated with fertilizer distribution:

We ended four decades of corruption in the fertilizer sector within 90 days of my assumption of office as minister. How did we do this? We were able get subsidized high quality fertilizer and seeds to our rural farmers by introducing the GES (Growth Enhancement Support) scheme in April of 2012. The GES scheme delivers inputs (fertilizers and seeds) to farmers directly by using farmers? cell phones. We created an electronic platform (e-wallet) on which we registered farmers and agro dealers who own shops that sell farm inputs all over the country. To date we have registered 4.2 million farmers and about 900 agro dealers.

The Minister thinks that although many?Nigerian farmers are?illiterate?but are able to use mobile telephones:

Some people think that our farmers are uneducated and cannot use cell phones. The evidence does not support that. Under the GES scheme, we made it possible for farmers to transact business in their own local languages using their cell phones. From data we collected based on farmers? use of cell phones to access fertilizers and seeds last year, we found that the total number of transactions done by phone with respect to the GES scheme was 4.9 million. Of these, 1.2 million were in English, 620,000 were in Pidgin, 2.2 million were in Hausa, and 854,000 were in Yoruba and 344 were in Igbo. From this data, we have no doubt that our farmers are well able to use cell phones.

Technology,?according to the Dr Adesina, aided his judgement?that there would be no food crisis after floods swept through some parts of the country:

When the floods occurred, there was panic in the land??I was not moved. We used modern technology to guide our decision. Using remote sensing and satellite imagery, we mapped out the extent of the flood and determined that no more than 1.17% of our total cultivated area was affected by the floods. Our detractors wanted the world to believe the opposite, that food crisis was imminent. They were wrong. Today, five months after the floods, we do not have a food crisis.

Nonetheless, some netizens still have unanswered questions. Olusola Adegbeti asks:

One must then poignantly ask, though it be a rhetorical question, if the purchase and distribution of GSM phones to hundreds of farmers spread across the length and breadth of a country so large as Nigeria is the most critical and challenging of issues bedevilling the Nigerian agricultural sector at the moment? Your guess is as good as mine. Running on the heels of the above, it is convenient to say that one does not need the wisdom of Solomon or the prophetic insight of Isaiah to be led in the direction of the myriad of issues that have since rendered the agricultural sector beggarly, issues such as lack of easy access to land for farming, absence of reliable and corruption-free financial institutions to empower farmers acquire the required modern machinery for mechanised and commercial farming that is usually the backbone of every nation, lack of easy access to requisite technology and agro-chemical support-structure for sustained annual and perennial farming as well as animal husbandry?.

The Sun asks if farmers really need new mobile phones, when they already have one or have other sources of information?

The telephone is also clearly not the best way to reach farmers who mostly live in the rural areas. Rural information centres, traditional communication models and the radio are much better channels. There are also many more direct initiatives through which the government can boost agricultural production in the country, than provision of telephones. More importantly, the government does not need to buy telephones for farmers because those among them who could use such phones, already have them.

With handsets selling for as low as between N2000 and N3000 in the country, any farmer that is worth the name can afford to own one, and most likely has one already. If they do not, what the government needs to do is to empower them to be able to afford such a basic tool.

Disu Kimor thinks that it?s another white elephant project:

Such white elephant projects will only reinforce the perception of Nigeria as a laughing stock of the rest of the world where we like to teach the blind sign language. Any developing country such as Nigeria, wishing to develop its agricultural sector will focus direct government intervention to help farmers and boost food production on achieving steady supply of working capital, improve research and development, water supply, ensure low cost of fuel and labour, (corruption-free) subsidy on farming equipment and basic infrastructure.

Disu concludes:

One day, posterity will judge the quangos and political leaders of this country whose main pre-occupation is keeping the country on its knees or embezzle and waste much needed public funds.

Your Workout Could Be Even Better if You Put This Very Surprising ...

When you work out, how important to you is it to have music? I have to admit, it's usually at the top of my ready-to-work-out list, and I get a little bummed if I can't find my headphones en route to the gym (this happens way too often! I even bought headphones in neon blue/hot pink so they'd be easy to spot--works about 35 percent of the time).

Research has shown that music is a definite workout helper--it can trick you into thinking you're not working as hard, while increasing your endurance by as much as 15 percent. And now new research is showing that there are added benefits with a very particular kind of music: classical!

According to neuroscientist Jack Lewis (who was commissioned for the study by rara.com):

?Energetic but not overly-fast classical music can be ideal in the gym. Not only does upbeat music increase speed, strength and endurance, but the relaxing qualities of classical music appear to reduce heart rate, blood pressure and lower perceived exertion, at the same time."

He adds that relaxing music, such as classical music, can lower levels of the stress hormone cortisol. Specifically, Lewis suggests busting out Beethoven's Symphony No. 4, fourth movement--once it gets going, the piece is set to about 140-144 bpm, which should match your mid-workout heartrate.

And there are other classical pieces set to the same general beat:

OK, I love classical music--my husband is a violinist and conductor, so there's always the sound of Mozart (or Debussy or Vivaldi or...) in our house. (I also played the viola for a long time and I like to tell myself that it's like riding a bike and I'll totally start playing again any second now.) But I think it would be a little weird to have a rousing spin class set to the music of Rachmaninoff.

But maybe not! I'm going to put some on my workout playlist. It'll just be interwoven with some of the embarrassing songs that happen to be on there already. (Which we all have! Um, we do all have them, right?)

I've rooted my Galaxy Nexus per your guide, but now everyone tells me I should flash a custom ROM. What's the point? Don't people flash custom ROMs to get stock Android, which the Nexus already has?

Dear Wondering,
For most users, getting a "stock" ROM is one of the big draws of rooting. However, it's far from the only reasons you'd flash a ROM. Heck, some people flash custom ROMs that keep HTC's Sense interface or Samsung's TouchWiz interface. So why flash? Here are some of the biggest benefits to flashing a ROM, even on a Nexus device.

You Get the Latest Updates

This is a pretty minor point, but it's worth mentioning that not all Nexus devices have the latest version of Android. Ridiculous, right? The Verizon Galaxy Nexus, for example, is still stuck on 4.1?not too bad, but still one version of Jelly Bean behind the others. And, of course, older Nexus devices won't get upgraded forever, so those users will need custom ROMs to bring them up to speed on the latest iterations of Android.

You Get Tons of Extra Features and Tweaks

The big draw of custom ROMs, though, are all the other features they bring. They aren't just stock Android?they're stock Android with lots of other very handy features added by the community. For example, here are some of the features you might find in custom ROMs:

  • CyanogenMod (and other ROMs based on it) add the ability to launch up to four other apps from the lock screen slider, adds settings toggles for things like Wi-Fi, Bluetooth, or Airplane Mode in the notification bar, and options like "Quick Reply" to notifications for SMS messages
  • The AOKP ROM offers lots of customization options, making it easy to theme your ROM, choose different boot animations, change the colors of your widgets and interface elements, and more. Also, unicorns.
  • ParanoidAndroid adds a new feature called "Hybrid Mode," which lets you run your OS?or just certain apps, if you choose?in their tablet or phablet mode. This can give you a bit of extra screen space on your phone, make certain apps better to navigate, or could just make running apps on a tablet better.

These are just a few small examples, but there are a lot of other features you'll find in any given ROM. Often, you'll even find features from one ROM integrated into another ROM, so you can try out a few and see which one works for you.

The bottom line is that flashing a custom ROM gets you a ton of extra features that you won't find in stock Android. If you haven't tried one out yet, I highly recommend it?if you don't like it, you can go back to stock at any time! But you're bound to find a few features you didn't even know you wanted until you had them.

i got divorced in the middle of training for a fight, and when it came to fighting it made no difference, being JDS is a pro and fought many more times than i did im sure it had no effect once the door shut

Warm weather paves path for tornadoes in Southeast

So far there have been reported twisters and some damage as temperatures soar to springtime levels. But behind that front is another shot of frigid cold, and the threat of tornadoes. Weather Channel Meteorologist Mike Seidel reports.

It's an unusual time of year for tornado warnings, but given the warm temperatures in the southeastern U.S., forecasters are warning residents to beware of strong wind gusts overnight and into Wednesday.?

The National Weather Service says the following areas are most at risk: Much of Arkansas, southern Illinois, extreme southwestern Indiana, western Kentucky, northern Louisiana, parts of southern Missouri, parts of northern Mississippi, extreme southeastern Oklahoma, western Tennessee, extreme northeastern Texas.?

Additionally, The Weather Channel?gave a 50 percent chance of seeing a tornado in Alabama.


Temperatures are about 22 to 26 degrees above average, according to weather.com, and damaging wind gusts of 70 to 80 mph are predicted south from Biloxi, Miss. east to the Virginia. On the periphery of those wind gusts, isolated, spin-up tornadoes may form. ?

The Weather Channel warns that the combination of strong winds -- in some areas up to 150 mph --?could result in straight-line wind damage and prime conditions for tornadoes to form.?

The weather service said the threat for severe thunderstorms will increase through Tuesday night in advance of a strong cold front moving across the central U.S.?

State and local emergency managers are on watch, the weather service said.

Twitter cleans up Vine's hashtags, censors #porn, #sex, other naughty terms

According to the folks at Twitter, an innocent "human error" was to blame when a pornographic video was featured as an "Editor's Pick" on Vine, but this incident?? combined with a?lack of privacy and abuse prevention controls?? makes it seem as if there's a bit of a porn problem on the new?video-sharing service.

The sudden censorship of certain hashtags further solidifies that belief.

The Verge's Nathan Ingraham was among the first to point out that it appears that the searches for certain naughty hashtags ??such as #porn, #sex, #booty?and similar ??are bringing up no results, even though there are certainly posts with those hashtags.?

I tested this claim by creating a post and tagging it #nsfw. Nothing prevented me from creating this post?? which was entirely innocent, don't worry?? but neither tapping on the hyperlinked hashtag nor searching for #nsfw brought it (or any other posts) into view. Instead, I was shown a frowning emoticon and told that Vine couldn't load any posts. (In the case of searches, the frowning emoticon informed me that no tags matching that term?exist.)?

We have reached out to Twitter to inquire about the missing search results and to see if some sort of cleanup is occurring behind the scenes.?"We're in the process of changing how users find and view sensitive content," a spokesperson explained. "We're experimenting with a number of approaches and will continue to iterate."

Italy's Monte Paschi finds no evidence of takeover bribes

MILAN (Reuters) - Italy's troubled Monte dei Paschi bank said on Monday it had no evidence of bribery in a 2007 takeover now under scrutiny over alleged corruption, but acknowledged accounting irregularities under previous management over derivatives trades.

Fabrizio Viola, appointed as chief executive last year after a clean-out of Monte dei Paschi's old management, said the bank had used complex refinancing deals to hide losses, leaving it dangerously exposed to interest rates swings.

"Today, we have the certainty that errors were made, whether it was due to negligence or deliberate fault remains to be seen," Viola told a meeting with foreign journalists in Milan.

The bank, founded during the Renaissance in 1472 and based in the Tuscan town of Siena, has run into deep trouble since its 9 billion euro cash purchase of rival Banca Antonveneta in 2007, just before the global financial crash.

A source close to the judicial investigation told Reuters that magistrates were looking at the possibility of a bribe being paid at the time of the purchase.

The Antonveneta deal weakened the bank and appears to have forced it to try to conceal past losses through complex derivatives operations, which magistrates are also investigating.

"We have found some financial contracts ... that were from the start accounted in an incorrect way. These contracts had probably been put in place to spread over time the impact of losses made at the time, possibly also through other financial operations," said Viola.

Turmoil at Italy's third-largest bank has rocked the financial establishment and raised difficult questions in the middle of an election campaign for the government and the Bank of Italy over how risky deals could have been hidden from regulators. At the time the Bank of Italy's governor was Mario Draghi, who is now president of the European Central Bank.

Monte Paschi revealed last week losses of up to 720 million euros ($970 million) from trading derivatives and structured finance transactions between 2006-2009.

Viola said a vital document linking two of the financial transactions in question had been concealed in a safe at the bank's headquarters and not revealed to authorities until he had discovered it in October.

The bank, which has a "junk" credit rating, was forced to ask Rome last year for state support after failing to fill a capital gap as required by European regulators.

The case has shot to the top of the political agenda, less than a month before the elections, because of close links between Monte Paschi and regional governments led by the centre-left Democratic Party, which is leading in opinion polls.

Viola said Monte Paschi (MPS) would not need any more state aid above a 3.9 billion euro ($5.26 billion) package approved by the Bank of Italy on Saturday, but he said that the bank's financial portfolio needed to be rebalanced.

"I did not consider that the dimension and structure of the MPS financial portfolio was appropriate for a commercial bank," he said.

DANGEROUSLY STRETCHED

The Antonveneta purchase left Monte dei Paschi dangerously stretched and it has struggled to meet tough new capital requirements. The latest state aid, made up of bonds to be issued by the end of February, should guarantee the bank's immediate funding needs.

But this has raised speculation that the bank could end up being nationalized it cannot turn the situation around.

Chairman Alessandro Profumo, appointed last year with Viola to turn Monte dei Paschi around, told a newspaper on Sunday that his bank was looking for a long-term investor, a project which received the endorsement of Prime Minister Mario Monti.

"It makes sense to say that it needs more capital," Monti said during a talk show on Italy's La7 television channel.

On Monday, MPS shares, which lost some 20 percent of their value at the start of last week, rose 5 percent as investors focused on the prospect of a change of control at the bank.

"The return of interest from investors can, in our view, be associated with the possibility of radical changes in governance that the current earthquake at the bank may trigger in the medium term," ICBPI bank said in a broker's note.

Italy's main banking association ABI is due to meet later on Monday to discuss a successor to former president Giuseppe Mussari, who was chairman of Monte Paschi at the time of the deals and who resigned from his position at ABI last week.

Monti has called for the links to be broken up but he repeated his backing for the Bank of Italy and its former governor Draghi. "I want to confirm my full confidence in the Bank of Italy and in those who are in charge of it and who have been in charge of it," he said.

Economy Minister Vittorio Grilli is due to address the parliamentary finance committee on Tuesday on the Monte Paschi affair. Italy's financial stability committee, made up of representatives of the government, Bank of Italy and regulators is also expected to meet on Tuesday. ($1 = 0.7421 euros)

DNA-repairing protein may be key to preventing recurrence of some cancers

Jan. 28, 2013 ? Just as the body can become resistant to antibiotics, certain methods of killing cancer tumors can end up creating resistant tumor cells. But a University of Central Florida professor has found a protein present in several types of cancer, including breast and ovarian cancer, which could be helpful in preventing tumors from coming back.

The protein, KLF8, appears to protect tumor cells from drugs aimed at killing them and even aid the tumor cells' ability to regenerate.

"All cells have a DNA-repair mechanism," explained Jihe Zhao, a medical doctor and researcher who in the past few months has published several articles related to the protein in the Journal of Biological Chemistry and Oncogene, among others. "That's why we survive constant DNA damage threats. But KLF8 is overexpressed in specific cancers, such as breast cancer and ovarian cancer. The thought is that if we can stop it from switching on, we may be able to stop the tumors from coming back as part of therapy. We still need to do a lot more research, but it is plausible.

There are between 2.5 million and 2.7 million women who have breast cancer in the United States and 10 to 20 percent will experience a recurrence, according to the American Cancer Society. Current treatment options, depending on the stage of cancer, include surgical removal followed by chemotherapy using a combination of cancer killing drugs. Each year about 22,200 women are also diagnosed with ovarian cancer.

DNA damage-based chemotherapies depend on failure of cancer cells to repair the DNA damage and subsequent cell death, according to the journal article. Aberrant high levels of DNA repair function in the cells likely increase not only the resistance of the cells to such therapies but also the malignancy of the cells due to improper DNA repair-mediated genomic and chromosomal instability.

In the study, Zhao's team tested one specific cancer-fighting drug used in the treatment of breast cancer to determine the role of the protein.

"Indeed, our results have clearly linked the KLF8-promoted DNA repair to the cell resistance to doxorubicin-induced cell death," Zhao said. "It remains to be determined whether KLF8 plays a similar role in repairing DNA damage caused by other types of genotoxic agents such as DNA alkylating agents and ionizing radiation."

Even so, the results suggest that in addition to enhancing the drug resistance of the cancer cells, KLF8 could play a role in disturbing genomic integrity through its aberrant DNA repair function and subsequently contribute to aggressive progression of cancer.

(AP) ? Dutch Queen Beatrix announced Monday that she will abdicate on April 30 after 33 years as head of state, clearing the way for her eldest son, Crown Prince Willem-Alexander, to become the nation's first king in more than a century.

The announcement, in a nationally televised speech, signaled an end to the reign of one of Europe's longest-serving monarchs, whose time on the throne was marked by tumultuous shifts in Dutch society and, more recently, by personal tragedy.

The queen's abdication from the largely ceremonial role had been widely expected, but it is sure to bring an outpouring of sentimental and patriotic feelings among the Dutch, most of whom adore Beatrix. In everyday conversation, many of her subjects refer to her simply by the nickname "Bea."

"Responsibility for our country must now lie in the hands of a new generation," Beatrix said in the speech delivered from her Huis ten Bosch palace just days before she was to turn 75.

"I am deeply grateful for the great faith you have shown in me in the many years that I could be your Queen," she added.

Prime Minister Mark Rutte, a staunch monarchist, paid his respects in a speech that immediately followed Beatrix on all Dutch television channels.

"Since her coronation in 1980s she's applied herself heart and soul for Dutch society," Rutte said.

The timing of the announcement makes sense at multiple levels. It comes just days before Beatrix's birthday, and she is already the oldest ever Dutch monarch: the pragmatic Dutch do not see being king or queen as a job for life. The nation also celebrates the 200th anniversary of its monarchy, the House of Orange, at the end of this year, Beatrix said.

Observers believe she remained on the throne for so long in part because of unrest in Dutch society as the country struggled to assimilate more and more immigrants, mainly Muslims from North Africa, and shifted away from its traditional reputation as one of the world's most tolerant nations.

In her Christmas Day speech in 2010, Beatrix made a heartfelt plea for unity, saying, "with each other we all make up one society."

Beatrix was also thought to be giving time for her son to enjoy fatherhood before becoming King Willem-Alexander: he has three young daughters with Argentine investment banker Maxima Zorreguieta.

Beatrix has frequently said that the best years of her life were her time as a young mother, before her coronation in 1980.

The abdication also comes at a time of trial for Beatrix. This time a year ago she was struck by personal tragedy when the second of her three sons, Prince Friso, was left in a coma after being engulfed by an avalanche while skiing in Austria.

And even in a job that is mostly ceremonial to begin with, the previous government stripped her of one of her few remaining powers: the ability to name a candidate to begin Cabinet formations after elections of the national parliament.

Meanwhile Willem-Alexander, 45, is prepared to assume the job.

He is a trained pilot and expert in the quintessentially Dutch field of water management who has long been groomed for the throne, often joining Beatrix on state visits and sometimes even flying her home.

Willem-Alexander, a member of the International Olympic Committee, courted controversy with his choice to marry Maxima, whose father was an agriculture minister in the military junta that ruled Argentina with an iron fist in the late 1970s and early '80s.

Beatrix's choice of husband, Claus, who died in 2002, was met with resistance in 1966 because he was a German national and the Nazis' World War II occupation of the Netherlands was still an open wound for many who lived through it. But, like Maxima, he won the hearts of his adopted nation and there was a huge outpouring of grief at his death.

Beatrix's reign began in difficult economic times and there were riots in Amsterdam at her coronation, as thousands of demonstrators protesting the city's housing shortages fought pitched battles with police just a few hundred meters (yards) from the downtown palace where she was crowned.

But throughout her reign she was a calming influence on society, particularly in the aftermath of the 2002 assassination of populist politician Pim Fortuyn and the murder two years later of filmmaker Theo van Gogh by a Muslim extremist.

Although she was widely respected for her unpretentious style, it took Beatrix much of her reign to attain the admiration and popularity of her late mother, former Queen Juliana, who was more openly loving toward her people.

But in recent years, personal tragedies exposed a softer side to the queen and brought her closer to her subjects.

Klaus's death took a toll on her, and it was apparent how deep her reliance on the quiet man had been: she was filmed leaning heavily, almost hanging on Prince Friso's arm as they entered the church for his funeral.

In another blow, a deranged loner tried to slam a car into an open-topped bus carrying members of the royal family as they celebrated the Queens Day national holiday in 2010. The driver killed seven people gathered to watch the royals and the brazen attack shocked the nation.

Then, in 2012, Prince Friso ? who had been such a support after Klaus's death ? was engulfed by an avalanche as he skied, plunging him into a coma from which he has yet to wake.

Beatrix went back to her busy official schedule soon after the accident, but it again spurred speculation that her reign could be nearing its end.

'Hansel & Gretel' nabs $19M, No. 1 at box office

LOS ANGELES (AP) ? "Hansel & Gretel: Witch Hunters" cooked up $19 million in its opening weekend.

Paramount's R-rated action film update on the classic fairytale topped the box office, according to studio estimates Sunday. "Hansel & Gretel" features Jeremy Renner and Gemma Arterton as grown-up renditions of the title characters battling witches with crossbows.

Don Harris, Paramount's president of distribution, blamed icy weather on the East Coast for the film's not-so-bewitching debut.

"We got dinged a little bit with the weather on Friday, but overall we're pleased," said Harris, who added that "Hansel & Gretel" performed solidly internationally, earning $25 million overseas.

Other films opening over the weekend in the U.S. and Canada didn't fare as well. The crime thriller "Parker," starring Jason Statham and Jennifer Lopez, debuted in fifth place with $7 million, while Relativity Media's raunchy ensemble comedy "Movie 43" opened in the seventh spot with $5 million.

Hollywood.com box-office analyst Paul Dergarabedian noted that it was the first time box-office grosses were down over last year after four up weekends.

Universal's supernatural horror film "Mama" starring Jessica Chastain dropped to second place with $12.8 million in its second weekend.

Several best-picture Academy Awards contenders continued to benefit from Oscar buzz, as well as the motion picture academy's decision to move up this year's nomination announcement, giving nominees more time in theaters between the Jan. 10 nominations unveiling and the Feb. 24 ceremony.

"Having an Oscar nomination is like holding a lottery ticket," said Dergarabedian. "It could pay off on Oscar night, but it's already paying big dividends now. All this time between the Oscar nominations and the telecast is prime time for these movies to capitalize on their higher profile."

"Silver Linings Playbook," which is up for eight Academy Awards, came in third place over the weekend with $10 million. The film starring Bradley Cooper and Jennifer Lawrence is in its 11th weekend of release and earned $3 million overseas.

"Zero Dark Thirty," the Osama bin Laden manhunt drama also starring Chastain, dropped to fourth place with $9.8 million. It's competing in five categories at the Academy Awards and nabbed $3.6 million internationally.

"Django Unchained," which is nominated for five Oscars, took in $5 million in sixth place, and the musical "Les Miserables," which is up for eight Academy Awards, earned $3.9 million in the 10th position. It was the fifth weekend for both films. "Django" topped the international chart with $47.9 million in 65 total territories.
