DAVIS (CBS 5) ? Blood banks for dogs, and all types of animals from cattle to ferrets, have become more common in the United States as well as Europe and elsewhere.

Bruce and Debbie Gross, of Fairfield, were devastated when their 9-year-old dog Tori was diagnosed with lung cancer.

The Champion Weimaraner underwent surgery to treat the disease at UC Davis? Veterinary Medical Teaching Hospital. Tori required a blood transfusion during the procedure, a transfusion that was made possible by canine blood stored at the UC Davis animal blood bank.

?Everyday it is being used here for all the same reasons that humans need blood,? said Lab Manager Julie Burgess. ?We have dogs that come in with trauma, you name all the reasons we need it, they need it as well.?

Many veterinary schools have set up volunteer blood donor programs. Having dogs come in to donate has eliminated the need to keep donor dogs on site for veterinary hospitals.

The requirements for dog blood donor at UC Davis include that the dog be between 1 and 8 years of age, at least 55 pounds, in excellent health and, if female, never having been pregnant. Dogs must also be on heartworm and flea preventative.

UC Davis currently has about 70 dogs donating blood regularly. Dogs who do donate receive blood transfusions for life at UC Davis.

Unfortunately for the Gross family, the transfusion was not enough to save their dog.

Most people think of galaxies as huge islands of stars, gas and dust that populate the universe in visual splendor. Theory, however, has predicted there are other types of galaxies that are devoid of stars and made predominately of dense gas. These "dark" galaxies would be unseen against the black backdrop of the universe.

Now, an international team of astronomers has detected several dark galaxies by observing the fluorescent glow of their hydrogen gas, illuminated by the ultraviolet light of a nearby quasar. But what exactly are dark galaxies, and what role do they play in the evolution of our universe?

"Dark galaxies are composed of dark matter and gas, but for some reason they have not been able to form stars," said Martin Haehnelt, Kavli Institute for Cosmology at the University of Cambridge. "Some theoretical models have predicted that dark galaxies were common in the early universe when galaxies had more difficulty forming stars partly because their density of gas was not sufficient to form stars and only later did galaxies begin to ignite stars, becoming like the galaxies we see today."

Haehnelt is a member of the scientific team that detected these galaxies. According to Haehnelt, one can begin to understand the importance of dark galaxies by looking at our own Milky Way. "We expect the precursor to the Milky Way was a smaller bright galaxy that merged with dark galaxies nearby. They all came together to form our Milky Way that we see today."

Another member of the team, Sebastiano Cantalupo of the University of California, Santa Cruz, agreed that dark galaxies are the building blocks of modern galaxies. "In our current theory of galaxy formation, we believe that big galaxies form from the merger of smaller galaxies. Dark galaxies bring to big galaxies a lot of gas, which then accelerates star formation in the bigger galaxies."

The techniques used for detecting dark galaxies also may provide a new way to learn about other phenomena in the universe, including what some call the "cosmic web" unseen filaments of gas and dark matter believed to permeate the universe, feeding and building galaxies and galaxy clusters where the filaments intersect.

"I wonder if we can indeed use this technique to see the emission of filamentary gas in the cosmic web, and if so, how close are we to seeing that?" said team member Simon Lilly of the Swiss Federal Institute of Technology in Zurich, Switzerland. "That has been something of a Holy Grail for many, many years and I think this most recent discovery of dark galaxies is a significant step toward the goal."

NEW YORK ? Hurricane Sandy may be delivering early holiday blues for retailers.

While long lines formed over the weekend at supermarkets, discounters and home-improvement retailers such as Home Depot Inc. and Lowe's Cos. as consumers stocked up on essentials and storm-related supplies, many retailers began shutting their doors as early as Sunday and remained closed on Monday.

Feds hope to have jobless report Friday as planned

WASHINGTON ? The Labor Department said it hopes to release October's unemployment report on Friday as scheduled, despite the closure of the federal government on Monday, and possibly additional days this week, because of Hurricane Sandy.

"The employees at the Bureau of Labor Statistics are working hard to ensure the timely release of employment data on Friday, Nov. 2," said Department of Labor spokesman Carl Fillichio. "It is our intention that Friday will be business as usual regarding the October Employment Situation report."

The report on October's unemployment rate and the number of new jobs added that month is the last major economic report before next week's presidential election. And a delay in the report until after the election would fuel conspiracy theories that the Obama administration was trying to withhold negative information.

Sen. Charles Grassley, R-Iowa, said Monday on Twitter that a delay would be "par for the course" for the administration.

"Why release something might hurt Obama elect?" Grassley wrote.

The median estimate of economists surveyed by Bloomberg is for 125,000 new jobs created in October ? up from 114,000 the previous month ? and for the unemployment rate to tick up to 7.9 percent from 7.8 percent.

In New York, for instance, stores closed their doors Sunday afternoon ahead of the city's mass-transit shutdown.

The storm isn't good news for retailers, which are bracing for what's already expected to be an overall disappointing October. Warmer-than-average weather was estimated to have hurt demand for cold-weather merchandise.

Sandy's impact will be felt in retailers' November sales in the critical holiday fourth quarter because the past Saturday marked the end of most retailers' fiscal October. Retailers are scheduled to report their October comparable sales results on Thursday.

"The overall impact is going to be a negative for November retail sales with store closings and consumers hunkering down at home during the storm," Krissy Klinger, a senior international business meteorologist at weather consulting firm Weather Trends International, told MarketWatch.

"Mall-based stores will probably take a big hit as consumers focused on discount retailers (such as Walmart and Target) and home centers (including Lowe's and Home Depot), basically steering shoppers clear of the malls."

Still, Klinger said while discount retailers will have seen a surge in traffic and sales before the storm, they also face a few days of reduced store traffic or store closings and will lose a day or two of sales, especially with lost Halloween sales, leading to "an overall negative" impact.

In New York, Mayor Michael Bloomberg announced that the mass-transit shutdown likely would continue into today. That will translate to continued store closings.

Home-improvement retailers such as Home Depot and Lowe's may be the only segment with a net positive impact as they could see a "small boost" from Sandy overall with consumers stocking up on emergency supplies before the storm and then revisiting the home centers to fix any damage done to their homes, offsetting any negative impact of store closings, Klinger said.

"The overall increase in customer traffic due to consumers dealing with the storm is likely higher than the 'normal' weekly crowd at the home centers," the meteorologist said.

As of Monday morning, 12 Home Depot stores were shut in the New York and New Jersey area while other stores that are open have extended hours with truckloads arriving at stores Monday with new supplies to restock the shelves, spokeswoman Meghan King said, adding more than 300 Home Depot stores could be affected by the hurricane.

Shoppers have been buying plywood to cover windows, fasteners to secure plywood, hurricane shutters, flashlights and batteries, water, ice chests and battery-powered radios, she said.

At Home Depot's rival Lowe's, 62 store closures were scheduled for Delaware, Maryland, New Jersey and New York, spokesman Steve Salazar said Monday, adding as many as 200 stores are in the affected zone. Lowe's has sent more than 400 truckloads of generators and water directly to its stores in the past four days.

At Sears Holdings Corp., tools and generators were flying off the shelves at the Sears chain while consumers were buying perishable items such as food and water as well as blankets at Kmart, spokesman Tom Aiello said. By early Monday afternoon, the company shut 115 stores, with some closings the result of road closures and power outages.

Target, which has more than 200 stores in the affected zone, shut 14 stores as of Monday morning, mostly in New York and New Jersey, and predicted additional closures Monday and into today and Wednesday, spokeswoman Jessica Deede said, adding 16 stores in Virginia were closing Monday afternoon. She said the retailer also has been restocking shelves with essential items.

Walmart said Friday about 800 of the company's stores and Sam's Clubs could be affected by the storm. As of Monday afternoon, 88 of its stores were closed, mostly in Connecticut, New Jersey, New York, Pennsylvania and Delaware, the company said on its website.

Victoria's Secret parent Limited Brands Inc. closed 160 stores on Monday, spokeswoman Tammy Roberts Myers said.

Macy's shut about 130 of its namesake and Bloomingdale's stores in areas from Washington, D.C. up to southern Connecticut and closed its Manhattan store, said spokesman Jim Sluzewski, adding Macy's will continue to monitor the situation store-by-store and make adjustments as conditions change.

"Such events displace demand, but do not destroy demand, displacing demand temporally," said Craig Johnson of consultancy Customer Growth Partners, adding the advance sales might have boosted third-quarter comparable sales at Lowe's and Home Depot by up to 0.4 percentage point in an otherwise-slow quarter.

The Montgomery County Planning Board will vote?today on a preliminary plan put forward by the owners of the White Flint Mall to transform the 1970's-era shopping mall into a high-density development with over 5 million s.f. of residential and commercial development.

As indoor malls fade across America, mall owners Lerner Enterprises and the Tower Companies?plan to replace the mall, and an adjacent office building, which sits on 45 acres on the east side of Rockville Pike, half a mile from the White Flint Metro Station. An attorney representing the developers said the owners have declined to comment before the hearing.

The genesis for redevelopment plans came after the County's approval of the White Flint Sector Plan?in 2010.? That plan allowed additional development on?properties in the 430 acres covered by the plan, many along Rockville Pike and near the metro, from single-use commercial to vertical mixed-use. Construction won't come quickly; today's sketch plan approval vote will be solely conceptual and preliminary; owners will still have to submit a Preliminary Plan followed by a Site Plan process, all of which could take years to finalize.

The mall redevelopment is part of the White Flint Mall District within the larger Sector Plan.?? Plans call for replacing?acres?of surface parking and the 874,000 s.f. mall with a 5.2 million s.f. development that will include commercial, residential, and hotel space. ?To date, the Pike and Rose has been the only project to commence since passage of the Sector Plan.

Unlike the existing mall, the new plan calls for primarily underground parking and includes 1 million s.f. of office space, 280,350 s.f. of hotel space, 2,426 residential units (2.8 million s.f.), and 1 million s.f. of retail.? Plans also set aside a site for a possible future elementary school, lay out a grid of public and private streets, and sketch out a new a public park area north of the existing White Flint Neighborhood Park.

Planned building heights range from 40 feet to 250 feet, with the tallest fronting Rockville Pike and the shortest buildings facing the public park.? The plan, which would be built in three phases, details other public-use spaces - a central plaza, a gateway plaza, north and south gateway plazas, and a neighborhood plaza - which county planners say must be built to completion.

County planners are also requiring developers to include wayfinding signs, vegetated areas and walls, small business opportunities, moderately-priced dwelling units (MPDU's), and bicycle parking, among other obvious things like transportation and storm water management plans.

David Dayen at firedoglake writes that this shows what a raw deal these 401(k) plans are for workers. He argues that Social Security could be put on a sound footing simply by raising the income cap on the Social Security tax.

Jessica Biel and Justin Timberlake's wedding might be over, but there's still some housekeeping related to the big day that needs to be taken care of. Namely, a name change. Biel tells People that she'll become Jessica Timberlake, at least in her personal life.

"Yes, I'm changing my name," says Biel, who married Timberlake Oct. 19 in Italy. "My professional name will still be the same, but for life, yes, I think it sounds great. I think I really won the jackpot of names."

Details about the wedding itself are still trickling out, but Timberlake previously called the day "magical," telling People that it was "an unforgettable evening." Parents arrested in death of 6-week-old baby - abc27 WHTM

COLUMBIA, Pa. (WHTM) -

A Columbia couple have been charged with criminal homicide and related crimes in the death of their infant son.

The Lancaster County District Attorney's Office announced the charges Wednesday against 24-year-old Andrew R. Moyer Sr. and 23-year-old Brianna E. Michael.

In addition to criminal homicide, each were charged with criminal conspiracy to commit homicide, endangering the welfare of a child, and criminal conspiracy to endanger the welfare of a child in the death of .

The infant, six-week-old Andrew R. Moyer Jr., died Thursday at a home in the 100 block of Locust Street. An autopsy Friday determined the baby's death was a homicide.

District Attorney Craig Stedman told abc27 the couple tortured the baby, refused to get him medical treatment, and struck him on the head until he died.

Stedman confirmed that an autopsy report showed that the baby had been abused for a week or two before dying after the head injuries.? Stedman said it also showed the baby suffered multiple traumatic injuries in addition to those to his head.

"It is hard to accept the reality of how tragic and terrible this case is," Stedman?told abc27.? "The number one role of a parent is to protect your children, and what took place here is almost unthinkable."

Prosecutors have scheduled a news conference to discuss the arrests for 11 a.m. Thursday.

Medicare and More High Quality Choices | Michigan Elder Law Center

Not only do people with Medicare have more high quality choices but the performance of Medicare Advantage plans is also improving. HHS also released the 2013 quality ratings for Medicare health and drug plans on the web-based Medicare Plan Finder. During Medicare Open Enrollment, people with Medicare can use the star ratings to compare the quality of health and drug plans options and select the plans that best suite their needs for 2013.

In 2013, people with Medicare will have access to a wide range of plan choices, including more four and five star plans than ever before.

  • People with Medicare will have access to 127 four-or-five-star Medicare Advantage plans. Currently, these serve 37 percent of Medicare Advantage enrollees, and may attract more with their improved quality ratings. In 2012, people with Medicare had access to 106 four or five star plans, which only served 28 percent of enrollees.
  • People with Medicare will be able to access 26 four or five star prescription drug plans, which currently serve 18 percent of enrollees. In 2012, 13 four or five star plans are serving only 9 percent of enrollees.

As a result of provisions in the Affordable Care Act, Medicare is doing more to promote enrollment in high quality plans and alert beneficiaries who are enrolled in lower quality plans. Currently, people with Medicare enrolled in consistently low performing plans (those receiving less than 3 stars for at least the past 3 years) will receive notifications to inform them that they can switch to a higher quality plan if they choose to do so. Also, 5-star plans are rewarded with the ability to continuously market and enroll beneficiaries throughout the year.

The Affordable Care Act phases out the Medicare prescription drug coverage gap also known as the ?donut hole.? In 2013, people with Medicare who reach the ?donut hole? will receive approximately 53 percent off the cost of brand name drugs and 21 percent off the cost of generic drugs. In addition, Medicare beneficiaries will continue to benefit from Medicare-covered preventive services at zero cost-sharing, including a yearly Wellness visit.

ScienceDaily (Oct. 25, 2012) ? ForcePhone is a mobile synchronous haptic communication system. During phone calls, users can squeeze the side of the device and the pressure level is mapped to vibrations on the recipient's device. Computer scientists from University of Helsinki indicate that an additional haptic channel of communication can be integrated into mobile phone calls using a pressure to vibrotactile mapping with local and remote feedback. The pressure/vibrotactile messages supported by ForcePhone are called pressages.

Mobile devices include an increasing number of input and output techniques that are currently not used for communication. Recent research results by Dr Eve Hoggan from HIIT / University of Helsinki, Finland, however, indicate that a synchronous haptic communication system has value as a communication channel in real-world settings with users that express greetings, presence and emotions through presages.

-Pressure and tactile techniques have been explored in tangible interfaces for remote communication on dedicated devices but until now, these techniques have not been implemented on mobile devices or been used during live phone calls, says Eve Hoggan.

Using a lab based study and a small field study, Doctor Hoggan and her co-workers show that haptic interpersonal communication can be integrated into a standard mobile device. The new non-verbal design was also appreciated.

-When asked about the non-verbal cues that could be represented by pressages, the participants in our study highlighted three different approaches: to emphasize speech, express affection and presence, and to playfully surprise each other, she says.

When asked about the specific ways in which they adapted their communication style to accommodate the tactile modality, all of the participants stated that they tended to pause briefly after sending a pressage to 'make space for it in the conversation'.

According to the longitudinal study results the participants' phone calls lasted on average 4 minutes and 43 seconds with an average of 15.56 pressages sent during each call. All phone calls involved the use of pressages.

The prototype developed in this research, ForcePhone, is an augmented, commercially available mobile device with pressure input and vibrotactile output. ForcePhone was built at the Helsinki Institute of Information Technology and Nokia Research Center, Finland.

The research paper Pressages: Augmenting Phone Calls with Non-Verbal Messages by Eve Hoggan, Craig Stewart, Laura Haverinen, Giulio Jacucci and Vuokko Lantz was presented at the ACM Symposium on User Interface Software and Technology UIST'12 in Boston, MA, USA, October, 2012.

Non-oil sectors likely to help Abu Dhabi beat growth estimate

Dubai: Abu Dhabi's economic growth this year will probably beat the government's estimates as non-oil industries in the richest emirate of the United Arab Emirates expand, the Department for Economic Development said.

The emirate, which holds Standard & Poor's third-highest investment grade, expects non-oil output to accelerate at an average pace of 6.5 per cent a year through 2016. Non-oil industries, which accounted for 48 per cent of gross domestic product (GDP) in 2011, will expand 5.5 per cent in 2012 from 4.1 per cent last year, according to government forecasts.

Non-oil merchandise exports from the emirate's ports more than doubled in July compared with the same month last year and imports declined 6.7 per cent. The government published real GDP annual data for the first time this month.

Oil increase
"Beating estimates is always positive, but without historical data or any breakdown for 2012, it's hard to see which sectors may have performed better than expected,-? Khatija Haque, senior economist at Emirates NBD said.

"Oil production estimates for the UAE show a strong increase this year, so that may contribute to a better than expected outcome.

The price closed at $90.05 barrel on October 19. A number of the emirate's biggest companies are part-owned by the government. The IMF has long urged authorities in the Gulf Cooperation Council (GCC) to reduce their reliance on oil for growth to create more jobs and protect their economies from fluctuations in oil prices. Abu Dhabi holds about 6 percent of the world's proven reserves of crude.

Apple set to unwrap mini-iPad to take on Amazon, Google

SAN JOSE (Reuters) - Apple Inc is expected to make its biggest product move on Tuesday since debuting the iPad two years ago, launching a smaller, cheaper tablet into a market staked out by Amazon.com Inc and Google Inc.

Apple hopes to beat back their charge onto its home turf of consumer electronics hardware, while safeguarding its lead in the larger 10-inch tablet space that even deep-pocketed rivals like Samsung Electronics have found tough to penetrate.

Amazon's Kindle and Google's Nexus 7 have grabbed a chunk of the lower end of the tablet market and proved demand for a pocket-sized slate exists. That has forced Apple into a space it has avoided and at times derided, analysts say.

A smaller tablet would mark the first device to be added to Apple's compact portfolio under Chief Executive Tim Cook, who took over from co-founder Steve Jobs just before his death.

"Apple sensed early that they had a real winner with the iPad and that has proven to be correct," said Lars Albright, co-founder of mobile advertising startup SessionM and a former Apple ad executive.

"They have a large market share, and to protect that market share they have got to be innovative," he said.

In a departure from its usual practice of tightly controlling events, Apple will livestream an invitation-only San Jose event -- where it is expected to unveil the mini tablet -- to Apple devices such as the iPad and Macintosh computers at 10 am PT (1700 GMT). Wall Street analysts have said for months that Apple was planning a less expensive version of the iPad to take on cheaper competing devices, a move they say might hurt its margins, but prevent its rivals from dominating an increasingly important segment.

The chief rival is Amazon, which proved a 7-inch tablet at around $200 has consumer appeal. The Kindle Fire, released last year for $199, was one of the hottest-selling holiday gadgets. It pressured Amazon's margins but gave it potentially millions of new high-spending customers.

Amazon sold more than a million Kindles a week during December, paving the way for others like Google with its Nexus 7 to try and beat Apple in a market the company created.

The Internet retailer has now put its second-generation Kindle Fire HD in the market, which it says is the "best-selling product across all of Amazon worldwide", based on undisclosed U.S. sales figures and international preorders.

Google's Nexus 7 tablet, built by Asian manufacturer Asustek, quickly ran out of stock after its July launch.

All three companies will be vying to get their devices on shopping lists during the U.S. holiday season, which traditionally starts next month.

"It's going to be the go-to holiday gift," said Michael Yoshikami, founder of Destination Wealth Management, which owns Apple shares.

The stock was down 1 percent at $626.88 in the morning, after gaining 4 percent on Monday in the run-up to the event.

PRICE IS KEY

Apple now has just one 9.7-inch iPad, starting at $499. The previous version, or iPad 2, is available for $399.

Jobs famously derided the 7-inch screen, saying such a device should come with sandpaper so users can file down their fingers. But an internal email revealed during a patent trial showed he turned more favorable to the idea by early 2011.

Apple has sold over 84 million iPads so far, with the device accounting for 26 percent of Apple's fiscal third quarter revenue. Most Wall Street analysts expect Apple's new tablet to fall between 7 inches and 8 inches in size, saying its price will be crucial to its success.

The "starting sweet spot" for the tablet would be in the $249-$299 range, according to a survey of over a thousand consumers by Baird Equity Research.

"When asked what the most they would pay for a smaller iPad was, our respondents on average said that they would pay $242 for a 7-inch iPad and $268 for an 8-inch iPad," William Power, Baird Equity Research analyst, said.

Any erosion in Apple's industry leading margins also hinges on the price tag. It earned gross margins of 23 percent to 32 percent on U.S. iPad sales between October 2010 and the end of March 2012, according to a July court filing by Apple.

Rivals haven't fared as well. Amazon's first Kindle Fire just about breaks even, according to IHS iSuppli estimates, and Google has said its Nexus 7 is being sold at cost.

Topeka Capital's Brian White argued a smaller tablet could overtake sales of the iPad in a few years. He is forecasting sales of 5 million to 7 million in the December quarter.

Apple shares rose 4 percent on Monday, buoying the benchmark S&P 500 index. While the stock is up 56 percent this year, it is currently down 10 percent from its record high of $705 on September 21, struck by concerns about iPhone-supply disruption at contract manufacturer, Foxconn Technology. Sharp criticism about errors in its Maps service also hurt.

"Apple's stock is up a ton and it is only logical that it will take a breather after a while," Yoshikami said. "I don't think there is any fundamental issue beyond that."

It?s all the more surprising that the forex market has grown so large, given that it is a highly concentrated one. Essentially, there are only seven highly-liquid pairs which are driving the currency market?s growth and which account for at least 95% of all forex trading, with the bulk of the remainder made up of their currency crosses. Four of the seven pairs are considered ?majors? while the other three are ?commodity-linked.? Of course, they are the EUR/USD, USD/JPY, GBP/USD and USD/CHF pairs and the AUD/USD, USD/CAD and NZD/USD pairs, respectively.

Forex is different than other markets, like equities or futures or options trading, because it really has no formal or structured exchange. There are no guarantees, no clearing houses, no AMEX or NYSE and in some cases no arbitration of disputes. It is essentially a market based solely on mutual trust, or as one analyst wrote, the metaphoric handshake. You also get nothing tangible (though that doesn?t preclude invaluable) for your efforts; you can buy and sell forex to your heart?s content but because forex trading is only a speculative market there is no physical exchange of any foreign currency.

Oddly enough, it works quite well (most of the time), and self-regulation among traders has provided effective control as the participants compete yet cooperate with one another. Nonetheless, forex traders must still rely on their broker to ensure that their trades are appropriately executed. Clint Eastwood stars in TV ad supporting Romney

(AP) ? Clint Eastwood is starring in a new ad to support Republican Mitt Romney's election to the White House.

The "Dirty Harry" actor criticizes President Barack Obama's economic record over video of a shuttered factory and an unemployment line. Eastwood says a second term would be a, quote, "rerun of the first and our country just couldn't survive that."

The ad closes with a close-up of the Academy Award-winner facing the camera and arguing that the country needs Romney to turn things around.

The independent Republican group American Crossroads unveiled the ad Wednesday. It is part of a $12.6 million, three-ad buy in seven swing states ? Colorado, Florida, Iowa, Nevada, New Hampshire, Ohio and Virginia.

Eastwood spoke at the Republican National Convention, berating an empty chair meant to represent Obama.
