Samsung Galaxy S4 Mini revisits the FCC, now with AT&Tfriendly LTE

When the Galaxy S4 Mini reached the FCC last month, we thought that might be the last we'd see of it in the US; the Galaxy S III Mini never officially reached the country, after all. The GS4 Mini is back for another round, however, and it's now toting AT&T-native support for both LTE (on the 700MHz and AWS bands) and HSPA (850MHz and 1,900MHz). Few other surprises are in store, although we've noticed that there's no AWS-based HSPA for T-Mobile fans. The filing also doesn't say anything about an AT&T launch for the GS4 Mini, but it comes a month after the FCC approved a compatible Galaxy Mega 6.3 -- we wouldn't be surprised if there's more to the story.

Poll: President Obama, Gov. Walker Approval Ratings Slip in Wis.

Approval ratings for Gov. Scott Walker and President Barack Obama have slipped among Wisconsin voters, according to a new poll from Marquette Law School.

Gov. Walker's approval rating in July is 48 percent, with 46 percent disapproving of the job he's doing in office.? In May, the Governor's rating was 51-45 percent, in March it was 50-44.

Marquette pollsters say the Governor's approval rating has been between 50 and 51 percent since the recall election last June.

Meanwhile, President Obama's job approval in July is 47 percent with 46 percent of voters disapproving of the job he's doing in office.

In May, it was 50-45 percent, and in March it was 48-45.

Here's a further breakdown of the numbers:

  • 34 percent approve of Pres. Obama and disapprove of Gov. Walker
  • 36 percent disapprove of Pres. Obama and approve of Gov. Walker
  • 11 percent approve of both
  • 9 percent disapprove of both

Due to this, I am trying to reduce their interest instead of encouraging it to protect them as much as I can.

It is not easy to keep track of what your children can view online. Although many children follow the instructions of their parents, there are instances when they inadvertently access something inappropriate online.

A number of important points are underlined by the online safety policy of schools, which have been ingrained in the minds of the children. These points include the following:

  • Not to reveal personal information such as phone number, address, school, and similar personal data
  • Not to share pictures to strangers
  • Talk to the teacher about anything they encounter online
  • Being aware that it is considered acceptable if they are shown some things that may be considered bad

Parental Control Programs will prevent most inappropriate and damaging content from being displayed on the computer. This program provides parents the capability of setting and modifying limitations on the sites their children can access.

Parental Control Programs can do the following:

  • Filter online content and prevent access to sites showing inappropriate content.
  • Implement limitations to the time their children can spend online
  • Monitor sites that children can view and attempt to access
  • Provide a report on the sites used by their children

These controls are user-friendly and will take less than ten minutes to set up.

A number of parental control packages are available online if the internet service provider does not offer these features. These packages may require a fee while others are free-of-charge. It is essential to check online reviews to know whether the company providing these packages is reliable. This can be done by typing the product name together with the word ?reviews? on Google. Mac and Windows computers also feature parental control features that can activate for each device.

It is also possible to limit the videos that can be viewed on YouTube. Parents can do the following for each device

  • Visit the homepage of YouTube
  • Scroll to the bottom and check the ?Safety: On? or ?Safety: Off? button
  • Make sure that the button is turned on and set the safety mode for the browser.
  • Save the settings by logging into Google
  • The steps should be followed for all browsers

Report: Grants, scholarships key to paying for college


WASHINGTON ? Grants and scholarships are taking a leading role in paying college bills, surpassing the traditional role parents long have played in helping foot the bills, according to a report from loan giant Sallie Mae.

Since the recession, more college-bound students have eliminated schools from their searches based on costs and have relied less on their parents once they get to campus, said the report released Tuesday. Worries such as tuition increases and job losses seem to have faded as the economy has improved, yet parents and students still make decisions on schools, majors and work schedules based on the price tag.

?We have moved into a post-recession reality in how people pay for college,? said Sarah Ducich, Sallie Mae?s senior vice president for public policy.

College spending per student was about $21,000 during 2012, down from a peak of $24,000 in 2010, according to the Sallie Mae-Ipsos Public Affairs report.

The annual survey of student financial aid found students earned about $6,300 in grants and scholarships to pay for college costs, taking the top spots from parents. Student loans were the third most common source to pick up the bill for courses, housing and books.

The average student borrowed $8,815 in federal loans.

The rate for those loans was the subject of debate in the Senate last week, as lawmakers considered a compromise that would offer some students lower rates for the next few years but would prescribe higher rates for future classes. The Senate is expected to vote on that compromise this week.

Last year, the average family turned to grants and scholarships to cover 30 percent of college costs. Parents? income and savings covered 27 percent of the bill and student borrowing covered 18 percent.

?Parents are willing to stretch themselves,? Ducich said ?It?s not that they?re willing to pay. It?s that their income is not keeping up.?

Parents? enthusiasm for college has not shriveled, though. The survey found 85 percent of parents saw college bills as an investment in their children?s future.

?We?re in a new normal where big ticket items like college, families will pay for them but won?t stress about them too much,? said Cliff Young, managing director at Ipsos.

One-fifth of parents added work hours to pay for college and half of students increased their work hours, too. The report found 57 percent of families said students were living at home or with relatives, up from 41 percent last year and 44 percent in 2011.

Among other strategies employed to deal with costs:

? One-fifth of students from low-income families chose to transfer to less expensive schools.

? About one-fifth of students said they changed majors to fields that were expected to be more marketable upon graduation.

? In all, 67 percent of students and their families eliminated colleges at some stage during the application process because of costs, up from 58 percent in 2008.

?It forced them to adopt new behaviors of savings and ways to find nickels and dimes,? Young said.

The tuition sticker price at public four-year colleges is up 27 percent beyond overall inflation over the last five years, according to the latest figures from a separate study from the College Board. This past year it rose nearly 5 percent to an average of $8,655 nationwide. Including room and board, the average sticker price at public colleges is now $17,860, and students pay on average $12,110. At private four-year colleges, the average full tuition price is now just under $40,000, with the average student paying $23,840.

What does that mean for the average college student?

About two-thirds of the national college class of 2011 had loan debt at graduation, and their debt averaged $26,600, according to the most recent figures from the California-based Institute for College Access and Success. That was an increase of about 5 percent from the class before them.

The Ipsos telephone poll was conducted between April 10 and May 9 with 1,802 parents of undergraduate students and 800 18- to 24-year-old undergraduate students. The survey has a margin of error of plus or minus 2.5 percentage points.

India's FDI cap elimination to spur foreign interest in spectrum auctions

Foreign companies are expected to take a more active interest in India's upcoming spectrum auctions, following the government's decision this month to eliminate the cap on foreign direct investment in telcos.

According to a research report by Bank of America Merrill Lynch, cited by The Hindu over the weekend, the recent policy decision makes it easier for Indian telcos to access foreign capital.

Bank of America Merrill Lynch?also believes the government will address other issues, including the prohibitive reserve prices for spectrum, and the caps on spectrum ownership. The Indian government's most recent spectrum auctions only attracted a single bidder--Norwegian-backed telco Telenor--forcing it to slash revenue projections.

"The policy initiative offers fresh hope of capital availability for an industry whose indebtedness is steep and equity-options were hitherto constrained by ownership complications," the firm said, noting this came on the back of two failed auctions in the last 12 months.

On July 11, telecom regulator TRAI said it would start the consultation process for the third round of auctions shortly.

India's spectrum auctions have been hit by numerous obstacles such as delays and poor take up. This includes the reallocation of the spectrum it had?revoked all 122 2G license agreements last February?over alleged corruption in the sales process.

Home Brewing Legal in All 50 States - Outside The Beltway

Until this month, America was not truly a free country.

MOST Americans may not realise it, but their country is a little freer, and perhaps slightly tipsier than it was last month. On July 1st it became legal to make beer at home in Mississippi. Alabama lifted the threat of prosecution for homebrewers in May. It is now legal to craft your own suds in all 50 states.

Benjamin Franklin is said (probably apocryphally) to have called beer ?proof that God loves us and wants us to be happy?. Jimmy Carter signed a law exempting home-made beer from excise tax in 1978, in effect legalising homebrewing at the federal level. But it has taken 35 years for the most puritanical states to swallow the bitter pils of legalisation. Outfits such as the American Homebrewers Association (AHA) have been lobbying state legislatures to loosen up for decades. It took five years of legislative ferment to get the law changed in Alabama, for example.

But homebrewers? long stagger to freedom is not yet complete. For one thing, it remains illegal to make your own beer in the ?dry? counties of many states, including Alabama and Mississippi. And even in places where homebrewing is legal, a host of subsidiary regulations still gum up the taps, points out Gary Glass of AHA. There are often limits on how much you can brew, where you can consume your handiwork, whom you can serve it to and so on. Idaho even insists that homebrewers use only ingredients grown within the state. It is possible, it turns out, to make beer from those famous potatoes.

As our Homebrewer-in-Chief might put it, ?along this long, difficult journey, we?re becoming a more perfect union ? not a perfect union, but a more perfect union.?

Strong showing for Hasbro games business lifts shares

(Reuters) - Sales of Hasbro Inc games, including "Monopoly" and "Magic: The Gathering," jumped 19 percent in the second quarter, suggesting the No. 2 toymaker may be shoring up a weak area that could help offset a steady decline in demand for action figures.

The stronger-than-expected showing for its games business boosted Hasbro shares on Monday and helped offset a sharp decline in sales of toys aimed specifically at boys.

Notably, Hasbro's Beyblade spinning-top toys and playthings themed on Marvel comic characters fizzled during the quarter.

"They experienced double-digit growth in Games, which has been the perennial weak area," Needham analyst Sean McGowan said. "Overall, the report was a lot stronger than expected, despite the weakness in Boys."

Hasbro has sought to broaden the appeal of its classic brands like Twister, Monopoly and Jenga by giving them a digital makeover. It has also been investing in its mobile gaming business as children gravitate to games played on Apple Inc's iPad and other devices.

Hasbro recently bought 70 percent of Backflip Studios, a mobile game studio. It also signed a separate agreement with Electronic Arts Inc to make mobile games.

In the seasonally weak second quarter, Hasbro's net profit fell to $36.5 million, or 28 cents a share, from $43.4 million or 33 cents a share a year ago. Excluding a pension charge, it earned 29 cents a share, missing the analysts' average estimate of 34 cents, according to Thomson Reuters I/B/E/S.

Also on Monday, Hasbro said it had expanded its partnership with Walt Disney Co , obtaining the rights to make toys and games for Marvel characters such as Spider-Man, the Avengers and Iron Man through 2020. Hasbro's rights for the "Star Wars" franchise, which Disney bought recently, also run through 2020.

Hasbro shares ended 3.3 percent higher at $46.87 on the Nasdaq on Monday.

WEAK DEMAND FOR BOYS' TOYS

Overall sales in the second quarter fell 6 percent to $766.3 million, while analysts expected $794.7 million.

The second-largest U.S. toymaker, home to G.I. Joe, Nerf and Mr. Potato Head, said revenue in its boys' toy business fell 35 percent to $253.7 million in the second quarter, making it the fifth straight quarter of declines at the unit.

Unlike the second quarter of 2012, Hasbro this year had fewer movie franchises supporting its toys modeled on Marvel characters such as Spider-Man and the Avengers.

Also, its traditional action figures and other toys are competing for boys' attention with electronics, iPads and mobile devices, MKM Partners analyst Eric Handler said.

"Girls still have very much of a nurturing element and still play with dolls. Boys are gravitating toward electronics at an earlier age now," Handler said.

Revenue for the girls unit rose 43 percent in the quarter, topping analysts' expectations.

Last week, larger rival Mattel Inc posted a much weaker than expected profit on sluggish Barbie doll sales [ID:nL4N0FN28G], and smaller toymaker Jakks Pacific Inc slashed its full-year forecast, saying several retailers in the United States and Europe had cut orders for its key products.

Mattel boosted its share of the international toy market by 6.3 percent from 2008 to 2012, while Hasbro lost its share by 4.7 percent, according to data from Euromonitor International.

Riding on horses and ponies, around 50 Chinese soldiers intruded into the Indian territory of Chumar in Ladakh on July 16 staking their claim over the area.

The Chinese troops started their incursion in the Chumar area on the evening of July 16 and they remained in the Indian area till the morning of July 17, sources said.

Army sources confirmed the incursion saying that Indian troops had intercepted the PLA patrol in the Chumar area and after the usual banner drill between the two sides, the PLA patrol went back into their territory.

Sources said the intruding Chinese soldiers asked the Indian soldiers to vacate the area claiming that they were standing in Chinese territory.

The incursion by Chinese land forces comes soon after its two helicopters violated Indian air space on July 11 in the Chumar sector.

In the same area, PLA troops had intruded and taken away an Indian surveillance camera on June 17.

The latest incursion took place on the day when India gave approval to the creation of a 50,000-strong Mountain Strike Corps along the border with China.

The frequency of such incidents increased around the time Defence Minister A K Antony went to China earlier this month and the two countries discussed measures to enhance peace and tranquillity along the Line of Actual Control between them.

Chumar, located 300 km from Leh, has always been an area of discomfort for the Chinese troops as this is the only area along the China-India border where they do not have any direct access to the LAC.

India and China have been working towards signing a border pact to maintain peace and tranquillity along the LAC where a number of incursion incidents have been observed in recent months.

Perinton man recognized by military for bravery

A local man was honored on Friday after officials say he went beyond the call of duty to rescue an injured soldier.

National Guard Sergeant Joshua Young, of Perinton, received the Bronze Star Medal for Valor from National Guard officials at the Scotia-Glenville Armed Forces Reserve Center in Glenville.

Officials say Sergeant Young was honored for his actions during a mission in March of 2012 in Afghanistan. The objective of that mission was to destroy a strategic wall. At one point during the mission, officials say another platoon sergeant was injured during an explosion caused by enemy fighters.

The U.S. Army says Young assisted that sergeant to safety while the platoon was still under fire. Sergeant Young then returned to the battlefield and assisted his platoon to complete the mission.

Governor Andrew Cuomo also praised Sergeant Young's actions in a written statement.

SAN DIEGO (AP) ? The U.S. Marine Corps released a sergeant Friday whose murder conviction was overturned in a major blow to the military's prosecution of Iraq war crimes.

Sgt. Lawrence Hutchins III, of Plymouth, Mass., walked out of the brig at the Marine Corps Miramar Air Station in San Diego after having served more than half of his 11-year sentence.

"The emotions I am feeling right now are hard to describe," Hutchins said in a statement issued through his attorney. "I am overcome. This is all I ever wanted."

Once his release paperwork was processed, Hutchins was to be transported by Marine Corps officials to Camp Pendleton, where he would check in to his new unit at the base's headquarters, said Marine Corps spokesman Lt. Col. Joseph Kloppel.

Hutchins led an eight-man squad accused of kidnapping an Iraqi man from his home in April 2006, marching him to a ditch and shooting him to death in the village of Hamdania.

Hutchins has said he thought the man ? who turned out to be a retired policeman ? was an insurgent leader.

None of the other seven squad members served more than 18 months.

The Court of Appeals for the Armed Forces overturned Hutchins' conviction on June 26, supporting his claims that his rights were violated when he was held in solitary confinement without access to a lawyer for seven days during his 2006 interrogation in Iraq.

The move was the latest in a series of twists for Hutchins, whose case was overturned once by a lower court three years ago only to be reinstated in 2011 by the same court that agreed with his latest petition.

Under the military justice system, Hutchins could not be freed until the court ruled on a Navy motion in response to the June 26 decision.

Prosecutors asked the court to reconsider its decision to toss out the conviction, saying Hutchins waived his right to counsel at the time and willfully told his side of the story without coercion.

The court Thursday denied that request and issued a mandate that he be released.

The case, however, is not closed.

The Navy can order the case be retried or prosecutors can appeal to the Supreme Court.

The Navy issued a statement Friday saying it was exploring those options and a decision is expected next month.

Kloppel said the Camp Pendleton unit Hutchins will be assigned to will determine his job assignment.

Hutchins' military attorney, Maj. Babu Kaza, said Hutchins will live off base in nearby Oceanside with his wife and two children.

NBA approves Charlotte Hornets name change

Charlotte Bobcats owner Michael Jordan announced in May that the team had filed an application to the NBA to change its name to the Charlotte Hornets, beginning in the 2014-15 season.

It?s official: Beginning with the 2014-15 season, the Charlotte Bobcats will be no more. The NBA Board of Governors voted unanimously to approve changing the name of the team to the Charlotte Hornets, ESPN reports.

The Hornets, as Charlotte?s first NBA team, led the league in attendance for seven consecutive seasons. The city lost its claim to the brand when the team moved to New Orleans in 2002.

The Bobcats have struggled to gain that level of fan support, but the team?s executives are hoping that will change along with the name.

?We?re thrilled to bring back the Hornets to Charlotte and the Carolinas,? Bobcats owner Michael Jordan said in a statement. ?The passion and enthusiasm around this name change by fans in this market has been unmatched. They overwhelmingly told us what they wanted, we listened and we couldn?t be happier with the Board of Governors? approval of the name change. With the young team we are developing on the court, the direction of our business and the return of the Hornets name, we are extremely excited about our future. The buzz is back!?

NBA Commissioner David Stern said he initially laughed off requests to bring the Hornets name back to the Queen City, according to USA Today. But the persistent public campaign convinced him and other NBA officials that the switch would boost the market.

The Bobcats have already launched changes to the team?s website to reflect the return of the Hornets name.

Chipmaker AMD gives third-quarter revenue forecast above Street

SAN FRANCISCO (Reuters) - Advanced Micro Devices said on Thursday it expects third-quarter revenue to rise 22 percent on a sequential basis, exceeding Wall Street expectations, as it expands into new game consoles and other new markets to offset a slowing PC industry.

AMD reported on Thursday second-quarter revenue of $1.161 billion, down from $1.413 billion in the year-ago quarter. It said third-quarter revenue would rise 22 percent, plus or minus 3 percent, compared with the June quarter. That increase would be about $1.416 billion.

Analysts, on average, had expected second-quarter revenue of $1.108 billion and third-quarter revenue of $1.223 billion, according to Thomson Reuters I/B/E/S.

AMD said in a statement that it had a net loss of $74 million, or 10 cents a share, in the second quarter, compared with a profit of $37 million, or 5 cents a share, in the same quarter last year.

The company said its non-GAAP loss per share was 9 cents, better than the 12-cent loss expected by analysts.

AMD's stock, which has rallied in recent months, declined 2.80 percent in extended trade after closing up 5.94 percent at $4.64.

SEC staff morale low, atmosphere marked by distrust: study

(Reuters) - The Securities and Exchange Commission is not the best place to work among federal agencies in Washington, according to a new study by a government watchdog.

The SEC's organizational structure "has not been conducive to motivating and encouraging a high level of performance," concluded the Government Accountability Office in a report released on Thursday.

"Many staff indicated that morale is low and a significant percentage characterize the atmosphere of the agency as one of distrust," the GAO said.

The GAO's report was required by the 2010 Dodd-Frank Wall Street reform law, whose three-year anniversary is this month.

The study was mandated following several high-profile lapses at the SEC during the financial crisis, including its failure to detect Bernard Madoff's massive Ponzi scheme.

An Office of Personnel Management survey of federal employees ranked the SEC 19th of 22 similarly sized agencies based on employee satisfaction.

The GAO laid out several areas in need of improvement, including workforce planning, performance management, communication and personnel management assessment.

While the SEC has taken some steps in most of these areas to improve, the GAO urged the agency to do more.

Some of the findings in the GAO's report are consistent with complaints often lodged by the SEC's Chapter of National Treasury Employees Union.

In addition, the GAO's survey found that many employees still view the culture at the SEC as "siloed" - where one division does not talk to the other.

This was highlighted several years ago by the Madoff and Allen Stanford Ponzi scandals, where examiners and enforcement lawyers failed to properly communicate and may have missed opportunities to detect the schemes.

The GAO said the SEC is actively working to create a comprehensive workforce plan and is trying to close skill gaps to hire people with more financial industry expertise.

Still, the GAO said, the SEC lacks a transparent process for leadership succession and many interviewed did not see "much incentive" to be promoted into management positions.

In a letter responding to the GAO study, SEC Chair Mary Jo White said she recognizes there is still "work to do in these areas" and that she is "committed to ensuring that process continues."

The SEC agreed with the report's recommendations, she said. She added that the SEC is taking steps toward addressing workforce competency gaps and improving intra-agency communication.

She also said the SEC has successfully implemented pay-for-performance for non-bargaining unit employees, and is still in the process of assessing the impact of the new system.

An SEC spokeswoman declined to make any additional comment.

Campus bikes: from university to market and back again

In my final year studying civil engineering at Newcastle University, I sat an optional module called Enterprise in Construction. It was either that or Spanish, but languages aren't my forte ? my C in French GCSE is testament to that fact. In any case, the enterprise course seemed a refreshing change from calculating deflections in steel beams.

The class was asked to devise a business idea and write a business plan. After exploring various ideas, my friend Jack suggested self-service bike hire for students. We all approved. The business plan was submitted and scooped the top grade for the module.

Our lecturer subsequently persuaded a couple of us to enter a few business competitions. All we had to do was submit our plan and it started winning award after award. One evening after accepting our third silver envelope we decided to go for it ? we could always return to civil engineering later.

To cut the story (and pain) short, in September 2010 we launched ScratchBikes, the first dedicated campus bike hire scheme at Newcastle University. It worked using standard bikes, locks, bike racks and a neat text message based rental system. Students and staff loved the service but we struggled to make any money from it.

However, within a few months it was spotted by Newcastle NE1, who represent the business community of Newcastle city centre. They loved the scheme and offered to sponsor a city-wide expansion. It relaunched in July 2011 with 150 bikes and 23 stations across Newcastle. Very quickly, we started receiving calls from universities and councils across the country asking how they could get their own ScratchBikes. They wanted to buy our system ? it was an amazing feeling.

Although it was tempting to start reproducing the ScratchBikes system, we knew that it wasn't quite ready. We needed to refine our offering by developing a solution around what we were learning in Newcastle ? a new improved generation of self-service bike hire . We launched GrandScheme as the vehicle to do this.

We raised investment to develop the system but had difficulty finding a company in the region that had all the skills required: electronics, mechanical engineering, software development, product design and manufacturing. That was until we heard out about some vouchers that Newcastle University were offering to incentivise companies to use their services.

Amazing that the solution was in the very place the idea was conceived in the first place ? the same building in fact. It's worth mentioning that I never knew about this area of the university as a student. What more could universities be doing to connect undergraduate enterprise to academic expertise?

It took around two years of hard work to develop our new system and there was a huge amount of design, testing and refinement involved. Fortunately, working with a university team meant we had access to a large and varied pool of resources. They took us through the design process but always with manufacturing in mind. Okay, so they may have worked a little slower than a fully commercial consultancy would but they were better value and very patient.

In short, they took our idea and made it work. The systems you see in large schemes across the world like London and New York use heavy, expensive, on-street docking stations. We've taken the opposite route and put the intelligence on the bike rather than the street. Our stations consist of a normal bike rack and a signpost for instructions ? stations can be moved easily, construction work is minimised, users are less restricted, and it's more affordable.

Most importantly, from an enterprise perspective, we're able to gather loads of data on how the scheme is being used ? data that's available to users too. Each bike comes with a box on the handlebars. Each box holds the key for the lock. To access the key, users enter their access code into the keypad. A drawer pops out the side, and the key is revealed. Once on hire, all bikes are GPS tracked. Through the bespoke web platform and texts, users are told how far they are riding and where they are riding from and to. They can even tweet their ride or post on Facebook.

The first BYKER scheme (the name proudly announces its north-east origins) launched at the University of Sunderland at the end of May. By the end of the second week, ScratchBikes Sunderland had over 200 members and nearly 300 hires ? impressive statistics for only 20 bikes.

Next we're launching a scheme in Oxford, followed by our third at the National University of Ireland in Galway ? we're officially an international business. We have big expansion plans. I'm writing this piece on a flight to Vienna where I'm exhibiting at Velo City 2013. And Jack? Well, he isn't calculating beam deflections either. He's my co-founder.

CHITA, Russia (Reuters) - President Vladimir Putin gave his clearest signal yet that he will not let a dispute over the fate of former U.S. spy contractor Edward Snowden derail relations with the United States.

Snowden, who is wanted by Washington for leaking details of U.S. intelligence programs, is seeking temporary asylum in Russia after spending more than three weeks at a Moscow airport trying to fly to a country that will shelter him.

Allowing the American to stay in Russia even temporarily would upset Washington. But a refusal would open Putin to criticism at home that he has not stood up to Moscow's former Cold War enemy, even though he has refused to extradite Snowden.

Asked during a visit to the eastern Siberian town of Chita whether the affair would cast a shadow over a U.S.-Russia summit due in September in Moscow, Putin told reporters on Wednesday: "Bilateral relations, in my opinion, are far more important than squabbles about the activities of the secret services."

Putin did not say whether Russia would grant Snowden's temporary asylum request, but made clear he was still insisting the American must agree to do nothing to harm the United States.

"We warned Mr Snowden that any action by him that could cause damage to Russian-American relations is unacceptable for us," Putin said.

Russia would take an independent decision when deciding on Snowden's fate, but maintaining relations with Washington was also a "national objective", the president added.

Snowden is useful as a propaganda tool for Putin, who accuses the U.S. government of preaching to the world about rights and freedoms it does not uphold at home.

But Putin wants the summit with Obama to go ahead and both countries have signaled they want better relations, strained by

"The example with the Bolivian president's plane showed this," he said, referring to a decision by four U.S. allies in Europe to prevent Evo Morales' plane entering their airspace this month because they thought Snowden was on board.

President Barack Obama's administration on Tuesday repeated its call for Russia to send Snowden back to the United States.

"He is not a human rights activist, he is not a dissident. He is accused of leaking classified information," White House spokesman Jay Carney said.

(Reuters) - The plunge in the U.S. Treasuries market in the past couple of months may well have been one of the most well-telegraphed reversals in financial market history.

Top money managers and investment strategists had warned the U.S. Federal Reserve was likely to soon begin paring back its bond-buying stimulus if U.S. economic data remained robust.

Bill Gross, who is known on Wall Street as "the Bond King," said on May 10 he believed "the 30-yr secular bull market in bonds" had likely ended at the end of April. Other leading Wall Street figures told the New York Fed they were concerned about the exposure of mom-and-pop investors in the event of a bonds slump.

And yet, when the market saw its swiftest rise in rates in a decade, many of those managers got caught napping, suffering big losses that hurt many institutions and individuals banking on steady returns from the bond market.

Interviews by Reuters with some of the biggest bond fund managers suggest that a misreading of the Fed, surprise at the speed of the sell-off, and in some cases over-confidence after years of gains, led to big reversals as the 10-year Treasury note climbed to a yield of 2.75 percent on July 8 from 1.63 percent in early May.

Some managers stayed in the same game too long, trying to squeeze the last gains out of a bond market rally that had produced great returns over the past seven years. Others said they had hedges in place against setbacks but the severity of the drop was so great the protection didn't work.

Dan Fuss, sometimes known as "the Buffett of Bonds" - after investment guru Warren Buffett - had been warning for some time of trouble ahead. And yet, the Loomis Sayles vice chairman bought bonds after yields rose in early May to levels he considered "cheap."

His timing couldn't have been worse. Shortly after, Fed Chairman Ben Bernanke started to discuss the way in which the Fed might reduce bond purchases in an address to lawmakers on May 22. The bond market began its meltdown.

"It was a tactical move to buy long-term Treasuries. Turns out not to be a real good idea," Fuss said about his Treasury purchases, saying he was blindsided by Bernanke's comments.

"In retrospect, we should have waited for the next sell-off but we did not know that bump was coming."

It was damaging but far from catastrophic for Fuss. His $23 billion Loomis Sayles Bond Fund is up 1.73 percent on the year. By comparison, the Barclays U.S. Government/Credit Bond index is down 2.55 percent and the benchmark Barclays U.S. Aggregate Bond Index is down 2.45 percent.

UNDERESTIMATED

Others fared worse. The average bond fund lost 3.3 percent in June, according to TrimTabs Investment Research. What started in May accelerated June 19, as Bernanke made Fed intentions to cut its $85 billion in monthly bond buying even clearer.

A $4.8 billion macro portfolio run by Brazilian bank BTG Pactual, one of 2012's best performing hedge funds, lost 2.18 percent in June, its first monthly loss in over a year. The fund said it cut credit exposure in mid-May but "nonetheless underestimated the scale and speed of the pull-back," according to a note to investors reviewed by Reuters.

The hedge fund managers who lost money last month blamed the swiftness of the market's dive for catching them off-guard. Low volatility in credit markets before the slide had made some of them over-confident and they had increased leverage as a result.

The magnitude of the move in Treasuries meant that some hedges on long positions in corporate and mortgage debt didn't work effectively, said Ray Nolte, co-managing partner and chief investment officer of SkyBridge Capital, an $8.2 billion fund of hedge funds, which invests in some credit-focused funds.

DoubleLine Funds Chief Executive Jeffrey Gundlach, who manages the $39 billion DoubleLine Total Return Bond Fund, had predicted the 10-year Treasury note yield would peak at 2.35 percent and end the year at 1.7 percent.

"I think it's a horrible time to be exiting bonds," he told clients in a webcast in early June. The DoubleLine fund is down a slight 0.52 percent this year, beating 95 percent of its peers.

But even as the sell-off took yields well above his target, Gundlach was clear with his investors in a follow-up call that he saw no reason to eat humble pie. He sees the rise in yields as only temporary and says his investors are far from panicking. "I personally received exactly one call from investors prior to my recent webcast," Gundlach told Reuters, describing that client as a "nervous nellie."

IGNORED THEIR OWN WARNINGS

In April, a group of money managers including hedge fund manager David Tepper of Appaloosa Management LP and Rick Rieder of BlackRock Inc, raised concerns at an informal discussion with New York Federal Reserve President William Dudley about the large inflow of dollars from mom-and-pop investors into fixed-income funds the past few years.

The minutes show these managers told Dudley and his team there are "risks associated with the potential reaction of retail investors to a sharp rise in rates."

But the large managers were as susceptible to the risks as any retail investor. BlackRock manages $3.8 trillion worldwide; its US Government Bond Fund lost 1.7 percent in June. Appaloosa's recent performance could not be immediately tracked.

Managers such as Gross, who is co-chief investment officer at Pacific Investment Management Co and manager of the world's largest mutual fund, have benefited from 30 years of steadily falling interest rates. But his fund, because of its immense size, was vulnerable to a sell-off because of the difficulty in nimbly shifting positions.

Pimco, which oversees more than $2 trillion in assets, saw its flagship $268 billion Pimco Total Return Fund suffer a record $9.6 billion in outflows in June. The fund is down 2.83 percent so far this year, ahead of only 25 percent of peers, according to Morningstar. The Pimco Total Return Fund added to its holdings of Treasuries and mortgage securities in June.

Gross said on Pimco's Twitter stream on July 7 that the one-to-two month performance figures "are a blip on a 40-year performance history." This past Sunday, he joked in reference to the return to shops of the American snack food, the Twinkie: "Gross: #Twinkies are back on Monday & bonds are too - with a longer shelf life than last April."

HOW BRAKE PADS CAN HELP

Not everyone was a loser.

Brinker Capital was among those who navigated the last several weeks without too much pain, and it can partly thank worn-out brake pads.

When the chief executive of an auto parts chain told the investment management firm that brake pads on U.S. cars were on average the oldest on record, the firm viewed it as a sign that the bunker mentality of the U.S. consumer had reached its limit.

"People driving around on worn-out brake pads illustrated, along with other data points, that the economy had to go in another direction, with a bias toward recovery," said Stuart Quint, a senior investment manager at Brinker, which runs $14.5 billion in funds from a Philadelphia suburb.

If that was the case, rates would have to rise. So the team put their money on the idea, trading in and out of the ProShares Short 20+ Year Treasury exchange-traded fund in the weeks before the meltdown. The $1.3 billion ETF uses leverage to bet against the U.S. Treasury bond market and is a favorite of short-term investors. Its $1 billion Crystal Strategy I fund had about 2 percent of its assets in the ETF at the end of June.

The bet paid off - the ETF gained 12 percent in the last three months, contributing to a 12 percent gain in Brinker's overall assets in the first half of 2013.
